Absolutely Everyone

Absolutely everyone: state disability plan 2017–2020 (Absolutely Everyone) was the third state disability plan. Highlights from the plan include work to improve outcomes for people with disability through better career opportunities, access to advocacy, and efforts to shift negative attitudes and barriers that more than one million Victorians with a disability deal with on a daily basis.

Absolutely Everyone annual reports

Reporting on Absolutely Everyone included annual updates outlining a summary of progress made in each year of the plan. Three reports were produced across the life of the plan.

Changing Attitudes

Promoting positive community attitudes is critical to creating a more inclusive Victoria and was a key priority of Absolutely everyone.

In 2018 the Victorian Government partnered with the University of Melbourne to conduct a survey to help provide a baseline measure of community attitudes around disability.

In 2019 Victoria hosted a national community attitudes workshop along with key stakeholders to share the results of the survey. These ideas will be used to form inform our approach to changing attitudes.

Advocacy Futures

Disability advocacy is a critical safeguard to prevent abuse and neglect and to uphold, promote and protect the rights of people with disability.

The Victorian disability advocacy futures plan 2018–2020 was a key deliverable from Absolutely Everyone and aimed to:

  • make improvements to the Victorian Disability Advocacy Program
  • decide how best to invest funding, including through the 2018-19 State Budget
  • respond to the community’s call for better access to advocacy
  • determine a longer-term approach to disability advocacy in Victoria from 2021.

The plan concluded in 2021 with several projects extended due to the impact of the COVID-19 pandemic.

Every Opportunity

The Victorian Government made a commitment in Absolutely everyone to develop an employment strategy for people with disability. Every opportunity was the Victorian Government’s three year plan to enhance the economic participation of people with disability in this state and had a focus on strengthening:

  • education and learning pathways
  • employment opportunities
  • business ownership and innovation

Every Opportunity concluded in 2020, but we will continue to build on this work through Getting to work: Victorian public sector disability employment action plan 2018-2025, the Victorian Social Procurement Framework and the varied employment related work within the Department of Jobs, Precincts and Regions.
